Complaints

ASIIN has come to a decision and you would like to file a complaint?

The relevant institution that has received an accreditation decision from an ASIIN Accreditation Commission or the Certification Committee, has the right to file a complaint. The complaint will be processed by a special ASIIN Complaints Committee. This is also applicable in the case of an institution that has undergone an evaluation for Quality Assurance and Quality Enhancement for Teaching and Learning according to ESG (Type 1).

The following conditions apply to the complaints procedure:

Party Eligible to File for a Complaint

The complaint can only be filed by the institution directly affected by an Accreditation Commission’s or the Certification Committee’s decision. Furthermore an institution affected by and evaluation (type 1) can file a complaint.

Form and Time Period

After the higher education has received the decision of the Accreditation Commission, ASIIN must have the written complaint in its possession within one month.

Admissibility

The complaint is only admissible, if a decision of an Accreditation Commission violates the ASIIN “Criteria for Programme Accreditation”, the “Institutional Accreditation / Evaluation Criteria for the ASIIN System Seal”, the structural specifications made at the conference of Ministers of Education and Arts or the specifications of the German Accreditation Council or if a decision of the Certification Committee violates the “Standards for the Certification of Further Education and Training” This also applies in the case of the criteria forming the basis of a type 1-evaluation.

Moreover, the complaint has to be filed by the institution that is eligible to file the complaint, within the stated period of time and in writing.

Procedure

The ASIIN office will present the complaint to the relevant Accreditation Commission or the Certification Committee at the next possible meeting. If the Accreditation Commission or the Certification Committee deems the complaint valid, it will remedy the decision.

If the Accreditation Commission or the Certification Committee will not remedy the decision, the ASIIN Complaints Committee will decide about the complaint. In case of a type 1-evaluation, the complaint is directly submitted to the Complaints Committee.

Hearing

Before coming to a decision, the Complaints Committee must grant the complainant, a member of the expert panel and a member of the Accreditation Commission or the Certification Committee the opportunity to argue their case (either orally or in writing).

Effects

If the complaint is made against a condition stated by the Accreditation Commission or the Certification Committee, the time period for fulfilling this condition will be extended until the final decision about the complaint.

If the complaint is made against a decision made by the Accreditation Commission or the Certification Committee to suspend the procedure, possible active deadlines will be extended until the final decision about the complaint.

If the complaint is made against a recommendation of the expert panel in the case of an evaluation type 1, no deadlines are affected.

Possible Outcomes

  1. If the Complaints Committee decides that the complaint is inadmissible, then it will be dismissed.
  2. If the Complaints Committee deems the complaint valid, the decision of the Accreditation Commission or the Certification Committee will be annulled. The procedure will be handed back to the Accreditation Commission or the Certification Committee with its official opinion. With a new decision, the reasons for the dismissing the initial decision must be addressed by the Accreditation Commission or the Certification Committee. In the case of an evaluation type 1, the affected recommendation of the panel is to be revised
  3. If the Complaints Committee deems the complaint as unfounded, the original decision of the Accreditation Commission or the Certification Committee or the panel recommendations in an evaluation type 1 will be confirmed.
