What

ASIIN, in collaboration with the Office for National Education Standards and Quality Assessment (ONESQA) and the Thai Ministry of Higher Education, Science, Research and Innovation organised a state-of-the-art conference dedicated to enriching the landscape of higher education and economic collaboration between Thailand and Germany. Together, we explored multifaceted themes aimed at fostering academic and professional exchange. This conference addressed a range of pressing topics that are currently high on the Thai and international quality assurance agendas, providing a platform for insightful discussions and innovative solutions.

Opening Session

The conference was opened by His Excellency Mr. Akaranun Khankittinan, Deputy Minister of Education in Thailand, Prof. Dr. Klaus Kreulich, President of the ASIIN Board of Directors, Prof. Dr. Tossaporn Sirisampan, ONESQA Board Representative, and Ms. Wattanasopee Suksa-ard, Strategic Advisor for the Thai Ministry for Higher Education, Science, Research and Innovation.

Session 1: Best Practices in Linking the Thai and German Higher Education Sector with Industry

This session highlighted successful examples of collaborations between higher education and industry. The German model of the dual university/university of applied sciences was presented as well as Thai role models on how to modernize the Thai higher education system together with the industrial sector.

Session 2: Best Practices in Higher Education Internationalization – How to Foster Academic Exchange Between Thailand and Germany

This session pointed out opportunities for higher education exchange between Thailand and Germany. We discussed the initiation of joint international study programs, and present strategies for modernizing study programs to meet international standards. Successful institutions shared best practices, and representatives from the German Academic Exchange Council and German and Thai universities discussed the benefits of professional and academic mobility. A particular focus was also on the advancement of engineering education in Thailand.

Session 3: Data, Rankings, and AI — Navigating Change in Higher Education

As higher education systems face increasing competition and rapid technological transformation, institutions are challenged to strengthen their visibility, performance, and strategic positioning. This session highlighted two key pathways for navigating this evolving landscape: the use of data-driven rankings and benchmarking systems, and the integration of artificial intelligence into higher education. The first part of the session explored how international rankings and comparative performance indicators shape institutional strategies and national higher education policies. Presentations included a project to develop a national evaluation system for Thai higher education institutions as well as a benchmarking tool enabling comparisons with European and OECD higher education systems. The second part focused on the growing role of AI in higher education. It provided an overview of current trends and developments and examined how AI-driven technologies are transforming teaching, research, administration, and institutional decision-making. By bringing together these two perspectives, the session emphasized how data and AI are becoming strategic assets for higher education institutions seeking to enhance their competitiveness, improve performance, and position themselves successfully in an increasingly data- and technology-driven global environment.

Session 4: Joint Accreditation, Institutional Accreditation, and International Recognition – Contributions to the Advancement in Thai, ASEAN, and Germany Higher Education

As the closing session of the conference, this session brought together key insights and conclusions on how joint accreditation models, institutional accreditation, and international recognition can strengthen quality assurance and support higher education development in Thailand, the ASEAN region, and Germany.

The ONESQA director Prof. Dr. Ong-art Naiyapatana delivered a presentation on vision and trends in Thai external QA. ASIIN Managing Director Dr. Iring Wasser complemented this with a presentation on “How the ASIIN and ONESQA International Accreditation Model Can Benefit the Higher Education Sector in Thailand and Asia”, showcasing the results of ONESQA-ASIIN joint institutional pilot accreditations, which could serve as a model for the Thai education system in the future. This was followed by a panel discussion entitled “How to Move Towards Institutional Accreditation,” outlining practical steps and next moves for institutions.

Throughout the event, there were ample networking opportunities to foster connections among academia, accreditation bodies, and educational institutions. Additionally, ASIIN and ONESQA staff members were available to assist representatives from Thai higher education institutions interested in or preparing for an ASIIN accreditation procedure.
